You are so wrong:
1. Someone WILL crown Final Fantasy XIII the best game of this generation. Actually, more likely to see Vs XIII crowned that, because it is a PS3 exclusive, and we all know "best game eva/this generation/game of the year" MUST be an exclusive. Proof of this is that your pushing Heavy Rain or Last Guardian as such, because they are both system exclusives. More proof? You have a number of people saying that "Metal Gear Solid 4 is THE BEST GAME EVA!" That is mostly because it is a PS3 exclusive.
2. No way will the large majority consider any of these three games best game of this generation, because they all are in genres that aren't hugely popular. So, if you want to go by what the masses say, you will be off. FF XIII will end possibly getting more votes than the other two, but still likely not be the most played.
3. Among critics, you may get a few "best game of this generation" by some of the game press for them, but they are likely bought out and under the influence of publishers, so they have a vested interest in saying the "best game of the generation" is something that sold a lot and has a wide appeal. Don't be surprised if more of them say Modern Warfare II is the best game of this generation. There is a chance at Assassin's Creed II also getting it.
So, the way you look at it, there is really no good place to determine what the "best game of this generation" is. And why does it matter? When you can objectively look back and determine this, we are on the next generation. What matters is you can recommend really good stuff to people to people who end up agreeing with you after playing the game.
