Actually, according to a 2007 interview, it uses a heavily modified Unreal Engine, which they named LEAD. Now, whether that changed after the game direction went back to the drawing board in 2008 is beyond me. Either way, the game looks really good. Alan Wake does use an in-house engine, so it is safe to assume that it is built specifically for the Xbox 360.
As for God of War looking like Oblivion (in your other post)...I think it's too premature to judge now. There was a thread that makingmusic made that showed a newer build, I believe, and the character models look miles more detailed than anything I've ever seen on consoles.
