Kinda reminds me of a Civ 2 Scenario.
I takes place in a US having been conquered and partitioned by Russia, Iraq, Cuba... and one or two other nations... I can't recall.
China was probably in there.
The sides then turned on each other.
I wanna say I usually picked Iraq or Cuba.
