I dunno, GTA is the type of game that sells consoles, and I do think that the producers of GTA don't want to be constrained by the limitations of the DVD.
I also think that the reason GTA4 wasn't as successful as SA was because, despite having better graphics, the game was actually a downgrade from previous games in the series, so that maybe if the game is exclusive to the PS3, a lot of the old GTA fanbase might go to the PS3 since the blu-ray has more space.
