If you think about it it's pure win for Sony.
People who are buying handheld console usually don't buy it for playing at home so the impact on PSP salles is minimal.
Second since this would work only with DDL versions of games it means that there's more reasons to get those games from PSN store and $40 PSN game is 40$ for Sony and publisher while $40 game sold through retail is around 20-25$ for Sony and publisher.
Third there's plenty of PS3 owners who don't own and don't plan to buy PSP. Those people might buy some psp games which otherwise wouldn't be sold.
