I think the best Japanese video game composer is probably Koichi Sugiyama. Some of his musical arrangements, whether you like Dragon Quest or not, are absolutely amazing.
These tracks blow my mind whenever I hear them. Serene yet powerful.
...and this is only Dragon Quest VIII. His soundtracks from the previous games are equally as amazing.
EDIT: Also, I'm glad Ito didn't have a chance to do the Secret of Mana Soundtrack. As much as I think he is a good composer, the SoM soundtrack as it stands now is probably one of my favourites of all time.
