Who said you wouldn't need a psp to do this?
This is still a rumor and the mentioning of an emulator could have been just assumed by the editor of this story.
All it could be is that you plug your psp to ps3 through USB and your TV shows the psp screen and it lets you use the dual shock to play, without having to use the video cables or get a psp GO to use the ps3 controller.
And using USB to output the psp screen has already been done using homebrew, I used it to play on my laptop screen a few times using my old psp-1000.
