I will go out and say, it will depends on what else new it brings to the table.  Will Reach like ODST exceed Halo 3?  Pretty much just a story, a new game mode, and also all the stuff in Halo 3?  I don't see Reach topping Halo 3, unless it does something major and new to cap off things.  Things like an RPG type element found in Modern Warfare, or number of players in battle dwarfing MAG.  Another possibility is an ongoing and persistent war on Breach.  If it is just a new story, and a new mode (even 5 player coop), being a lock to top Halo 3. 

Agreed.  We also have to remember however that by the time Reach releases, Halo 3 will have been on the market for at least 3 years, and Bungie will have lots and lots of fan feedback to consider when making the new game.  Since I have yet to be disappointed by a bungie game I will remain optimistic about it.
