Fable, no contest.
1. The userbase for FF13 is divided between 360 and PS3.
2. JRPG's sales have been unimpressive so far this gen. Unless FF13 blows all previous FF's away I don't see this one selling well to the shooter hungry crowds of today.
3. Japan will contribute in a large way to the total sales of FF13, 360 isn't strong there, and won't get the game there anyway.
