Not a person shopping at Old Navy that morning was going to spend any less regardless on clothes, so obviously 100% of shoppers were interested in the deal.

Of course there was. You obviously just didn't see it or you came after they had given them all away. Somehow other people got bracelets. I don't think they'ed tuck a line for the bracelets in the back corner of the store, so up front and visible seems far more likely. Even the guy at the register in your story said there was a line for getting a ticket for the promo. Obviously at some point that morning a line existed to get the game. You obviously didn't see it or you came too late to be a part of it. There is no real third option here.
