I know that T.Hawk in SF II was low tier but look at Gief, he was at best, mid tier and look at him in SF4, broken as hell. From what I've seen of SSFIV, T.Hawk will have similar power to Gief and I'm sure that he will have high stamina. Maybe saying T.hawk will be top tier w/o the game releasing is an exageration, but I'm sure he won't be as low as he was in SF II.
