He's just capitalising on the recent stories about the Cell's cancellation. If Sony still wanted a Cell chip they could ask IBM to revive it at any point.
I would be surprised if Sony didn't use Power7 or later cores (whether in a Cell arch or like normal) in their next console; Power6 and previous had power consumption and clock speed issues. The alternative would be x86 really, and that would lose backwards compatibility and encourage more PC ports when Sony would prefer exclusives.
