My guess is that it just wouldn't be widely used for so it wouldn't be worth the extra added effort.
Every control scheme, even a simple mouse and keyboard one, must be balanced and tweaked *constantly*. Given the choice between dealing with an extra control scheme along with possible added bugs and polishing existing features, I would always choose the extra polish.
Adding keyboard and mouse support won't raise your review score and it won't sell more games, extra polish will.
