Then a 10 is not a part of the scale, and it is rated at a maximum of 9.9, and not 10. Perfect scores do not represent perfection. They represent the best possible score. That is reserved for the best games. If 10 does not represent the best possible score then the scale you are using is off, and should be noted as such.
