If 10 is never meant to be reached then it is not really a part of the scale. 10 is supposed to be rarely reached, and represent the pinnacle of gaming at the time. It does not mean perfect. It means best.

No game can be perfect. And perfection is what's a perfect score represents. Ten is the number that you aim for. The goal is getting as close as you can. 

Maybe the game is doing perfectly what it should do? Maybe NSMB Wii did everything perfect as a sidescroller?
