It's possible Disney might not be putting it on PSN because they don't like Sony's arrangements for it.

 We're talking about the JP release here. That's in less than 2 months (Jan 9).

The fact that were are talking about Japan changes everything. The PSP Go has a really small userbase and maybe Square and Disney are not willing to take the risk. However the still have a year to negotiate for a release on the PSN and PSP Go for the Western release of the game.
