I haven't played MW2 so I have a question. About a perk like 'steady Aim Pro', does that mean that you have higher accuracy over a guy who

doesn't have that perk even though you might be of same skill?

Steady aim is for hip fire, so someone who has it equipped will have less recoil when spraying from the hip that someone who doesn't have the perk equipped.
