WF+ comes as either a standalone disc or bundled with a balance board.

It makes no use of WM+.

Yeah, it can be plugged in. It will just ignore it. It won't change the input Wii Fit recieves from the wiimote in any way.

It will increase the mass of the wiimote, so you'll get more exercise when you move it around a lot, though.
