Interesting view, but I don't think they have to allow an open online market to make a successful DD system.
They just have to price games competitively, which should be easy to do since they don't have to pay retailer's fees to distribute online. That alone should kick start DD adoption. This also (partly) takes care of the concern that DD games are not possible to resell.
Frankly I think even in Steam, many games are overpriced. For example right now I can buy L4D2 on Steam for 50 €, or for £24 from Amazon UK. Obviously I'm not gonna buy it from Steam.
