It's possible that consoles could start using cartridges again. Well, really only Nintendo will, because Sony and MS require disc based media as part of their strategy. But, non-disc based media costs a lot more.

No.

The improvement in performance was the move form cartridge to disc. Granted, cartridges read faster, but discs hold more data at a fraction of the cost and read speeds are getting faster all the time.

While performance is improving all the time, I made it pretty clear that the improvement I was talking about was the switch in media device.
