The Cell has 2 times more power then the Xbox360 CPU.
Actually well more than 2 times and in addition some other important advantages allowing developers to really harvest all this power.
But the Xbox is easier to develop for and it has lesser bottlenecks.
Easier, you are correct to some extend. But starting from scratch it's not that much harder. Porting old game engines is usually much harder.
Fewer bottlenecks, not by a long shot. The 360 has more severe bottlenecks (like shared CPU/GPU bandwidth, DVD storage, tiling issues due to lack of EDRam, etc, etc).
