A good soundtrack takes a good game and makes it great. Best examples I can think of right now are Persona 3 and 4. Taking by themselves they are wonderful games, but if you add in the phenomenal soundtracks they go over the top.
Think about Chrono Trigger, FF7, FF6 etc, without wonderful soundtracks.
