not much of anything , it just means that IBM themselves will no longer be developing new cell processor's. they are mainly going to be producing the Cell for other companies.
the fact that current trend in processor's are heading that way, is why the current technology in the Cell and other hybrid processor's like them are what new processor's from Not only IBM but also Amd and Intel are heading.
as processor's go forward they will be taking more an more development $$$ because of their complexity resources would be tight to to keep multiple processor's of the same functions at the same time. One technology get's absorbed into another esp. when it come's to embedded processor's like the Cell.
