I don't know. Look at the resurgence of software. It's majority Japanese, and that lends itself to mean that Monster Hunter could be a huge factor. Notice how western developers haven't stepped on board yet? We've got Ubisoft and EA. They both got bundled game support out of it.
I'm not saying you're wrong here, but I can't imagine PSP tools being so damn expensive that it was a bigger roadblock than the inability to sell software well is. In fact, I think the only games it's affected positively are the PSP Minis, because of their lower costs and garage development mentality.
