There are many great modders that drastically improve the game they're modding. Just look at Oblivion, which becomes a totally different and much better experience after a few mods in.
there are PC games that do have discarded content hidden (Vampire - the Masquerade: Bloodlines comes to mind), but that happens either because they simply don't have the time/budget to keep those in, or they're not balanced for it. There's a third option for Activision, which is making that content DLC and make us pay for it.
I doubt Infinity Ward had a time/budget limitation, so it must be one of the other 2 options. IW's last decisions tell me they are profit-driven, which caused them to remove dedicated servers so that there could be no mod support. 3 full game modes being wiped out of the game tells me that this could very well be another profit move.
Unfortunately for them, PC gamers aren't as gullible as console gamers when it comes to paid DLC.
