Then ffxiii.net have shit translators. It doesn't say anything like that. It does say that these monsters live in the area, but not if you are able to fight them. In a completely different place it mentions a monument you can take missions from to defeat special monsters.
That doesn't mean that you can't fight them, just that the scan doesn't say anything about it.
