A 10 player game with 3 mafia is fine.  Assuming a cop, the town has a 73% chance to kill a mafia in the first two days or a 98% chance to kill a mafia in the first three days (assuming No Lynch on Day 1).

But that would have to have no power roles at all, just standard mafia, cop and doctor, right?

You don't even need a doctor.  Those (very rough) percentages are assuming 6 town, 1 cop, and 3 vanilla mafia.
