The population difference helps.

Iran population almost 3 times Netherlands + Sweden

Iran 74 million

Netherlands 16,5 million

Sweden 9 million

It helps, but Sweden and the Netherlands have very good internet penetration.

So still interesting, for example India has a population of 1,198 million, so more than 16 times this amount compared to Iran. And only 3.9% vs 3.5% on here.
