I think that inFamous is a good example. The controls are intuitive and you can really make the character do exactly what you want. But that doesn't make the game easier. With all the cool flips and abilities you have, you still need timing when rockets come, awareness of your surroundings (where to take cover or jump to), and skill (aiming and shooting headshots).
It should be the strategy and application of skills that is the priority of games.
Bad Company wasn't a run and gun shooter for the most part, but one where you took cover, made cover, and destroyed cover.
