Buy a book on HTML. Read it.
Decide if you need to use any of the webs numerous enhancements. ie Javascript, CGI scripts
Learn about them and then write the code for your website.
Test your site locally.
All happy ? then buy a domain name and pay a provider to host your site.
Upload your webpages to your new server space.
Thats it your done.
