1. get server space. You can either pay for that or get it free.
2. Buy a Domain name.
3. create a page called index.html and say hello work in the file.
At this point you can either learn how to code any of the myriad of web languages that exist or you can install a content creation package such as wordpress on you website and do it without having to write a single line of code. These packages are only slightly more complicated then making a post on this very forum is.
