The games where you can have sex are for a young, male audience which see girl on girl action as sexy and not man on man. These are people who want to play manly characters who they dream to be in real live. Being a gay male is not gonna fit with that fantasy.
Besides to produce a certain 'big' gay expierence for a total of 5 procent of gay people, and a half of that male, makes no commercial sense. That would turn away more people then it would attract.
