If its has really a quadcore CPU and a GPU wit half of the Xbox360 Power its not<=Wii its more like 30%-50% Xbox360. And with a lower Resulotion the Graphic could and at the Xbox360 level.

But I think that wont happen. I cant imagine that the batterys are good enough to power a QuadCore Cpu in a Portable Device for a longer time.
The PSP is already somewhere in the WII range if it end up just beeing as powerful as WII then it will be a cheap hardware.

If its really half a Xbox360 then it would be something like 299.

And it would offer HD graphics without HD. I dont know if they really want to do this. But if they can offer this at the same price (249) then it would be a good move. But I have the feeling that there wont be Handhelds for maybe 2-3 years because I dont think that the Customers want a graphics update. certainly not for the PSP. Its still a generation before the DS if it comes to Graphics. And even if they catch up and why should Nintendo release another DS ? Its senseless in my eyes aslong as the sales stay above 200k a week. And the PSP dont need new Hardware it needs new Software.

Number of cores has nothing to do with power consumption it's number of transistors and technology that matters.

There have been single core CPUs that have higher W than current quad cores.

And price also won't be so bad when the die size is smaller than current one.

Now if DS2 is as powerfull as they say and offers BC with DS1 i could get one.
