Still some people buying this game in Russia for PC and then download English version from Steam using code on the box. Since they want to play full game ;).

Oh back to the issue at hand. It is currently being recalled, where a new version will be released with the government's approval and that will exclude "No Russia". With that all said this still has the possibility of not being rereleased due to the fact that Russia and America are at war (in the game) and they would have to have Russia's approval.

I am not sure there are any goverment approval there. I believe retailers just playing safe side here.

 

I do not think Russian goverment controls video games much %).
