Lol. Its not that hard but its not that simple. You cant really ask that sort of question on here as its not a technical website.
But a few starters.
1. Buy a domain name. you can get these cheaply from sites like 123reg.co.uk.
2. Find a hosting company for your website. And link it to your domain name. Some hosting companies will also allow you to purchase domain names directly from them and link it automatically.
3. Learn HTML or buy a package like Dreamweaver. Some hosting companies have inbuilt web page editors.
