As far as I can tell, MS is neither part of the BDA, nor the list of active participants in developing the format. The key technologies (for the discs) seem to have been developed by Sony and Pioneer. Other companies are involved in codecs and formats, of course, but that wouldn't change no matter what form of distribution you used.
Why you think Sony wouldn't make more money of BD, when they own more of the patents used, I don't know.
