Here's what I got from a thread at GameFAQs, which makes sense:

Basically the beginning shows how the bad dude from the first game is widely regarded as a national hero in Russia and, due to this, lays the ground for Russia's retaliation (as they would be pissed that we [i.e. U.S. and SaS joint forces] killed him). As a result of mr. bad guy's actions, Shepherd lost 30,000 soldiers in the nuclear blast, people didn't care, AND people didn't start joining the military to replace them.

So, he sends you into the russian airport, probably tips off Marakov about the American plant, and then when the Russians find your body, they assume it was a terrorist attack led by the CIA against their country. They retaliate by invading the united states, etc. Now, after getting Marakov's data at the end of the game, he kills anyone (Roach, Ghost, Price, Soap, Marakov) that would have known about it to cover up the conspiracy, and after declaring Price and Soap to be war criminals with bounties on their heads, goes to destroy Marakov to tie up loose ends.

With a blank check in hand and the reputation for being the man who ended the war, he would be vastly considered a war hero and could then implement whatever tactics he wanted for the future of his subordinates in any retaliatory attacks against Moscow, which I assume will be happening. With the attack on the United States, the draft would be re-instated and there would be a massive surge in the United States army. Not only that, but the U.S. would profit immensely from all the industry that would spring up to account for such a war.

It's a bit farfetched, but that's what I was able to deduce from the game.

p.s. Price sent the warhead into space to get the emp to fry every russian aircraft over Washington and give the U.S. troops a fighting chance against the russians. Since it was the Russians who were invading, they would be crippled without transport, where as the U.S. simply has to sit and defend, making transport less of a necessity.

I believe that the third paragraph could lead to a little part of the story of MW3.

Why is Bionic Commando Rearmed 2 getting so much hate? We finally get a real game and they're not even satisfied... I'm starting to hate the gaming community so f****** much...
