As for the Makarov incident, you wouldn't just be a rogue American, but an American soldier, which does make it more believable that there could be a massive war as I result, IMO at least.

Does everything like that really go to the U.N.? I think, that the Russians could perceive the original attack as the declaration of war, at which point the U.N. would be pretty useless (in terms of negotiations between US and Russia).

As for the Price thing, I can only assume it is something to do with how goddamn EPIC he is. :D
