yup. it all boil's down to not only just the skill of the developer but also the Time, resources and skill of every developer on the team your only as strong as the strength of the team itself.
the fact that when developer's voice their opinion it is with what experience they may have had with the system. that may be extensive or just a smattering of experience. It all depends
On which developer's has stated what experience they have had.
for example:
The PS3 has the higher spec's but it takes more Time to gather those result's over the xbox360
now he may be talking about the engine that ID software has made and its results the team has been able to get on each platform.
notice that is just their Experience. that does not mean Every Developer's experience.
John Carmack, technical director of id Software has stated many time's his experience with working on platforms he may not be the main authority of every platform, or have the most skill with a system as other developer's but his opinion is valid on hardware capabilities. just like Valve, Suckerpunch, etc. just because they have not made a game for a system does not mean the developer may not have some Idea on the capabilities of said platform, but on the same token they may not have the best experience of what the system is able to do. which is pretty much based on time with the hardware and learning the in and out's of the hardware. which result's may not be better than other developer's.
