The whole point of the GTA games was to make fun of American culture while exploring different areas of cultural diversity and gang life. While the United Kingdom (and London specifically) does have increasing amounts of diversity and gangs, it's not much compared to some of the bigger cities in the United States. And I'd rather Rockstar just stick to what they're good at. Europe seems to be fine with GTA's American locations, but RS might not want to take a chance with American reception to a foreign setting.
