Reviewers arn't going to let a playstation game get a super high score like that. They never have, and they never will. Ratchet PS3, for instance, should easily be a 90%+ game, but it isn't. I don't understand how Mario Galaxy could be at 98% and Rathcet only 89% There's no way in hell Galaxy is that far above PS3's Ratchet.

I don't have the time or the expertise to fully answer this, but consider the following few points:

1. Freshness:
There have been 7 Ratchet & Clank games during the past 5 years, and even lots of the fans are starting to grumble. Compare this to 3 Super Mario games during the last 11 years.  

2. Nostalogy:
While playing Galaxy, I keep getting a tear in my eye from remembering how much I loved SMB3 on the NES. Most reviewers were playing games long before the first Playstation, and they're the same as me in this regard. You might call this cheating, but it makes me enjoy the game more. Therefore, as absurd as it sounds, Mario games are better simply due to having Mario in them. (better as in better than they'd otherwise be, not better than Ratchet for that reason alone)

3. It's made by Shigeru Miyamoto.
I mean come on, that's a flat +20 points right there alone. =P
