I believe he launched them to help the conflict on the east cost.
Shepard did what he did because they had the intel of Makrov. Shepard knows he can take out Makrov, but he wants the backing of the US and by giving the russians the ACS module and the American soldier to Makrov to double cross (at the end of the airport scene), it created the war he wants. He kills Ghost and Roach because they got the information that would stop Makrov. The invasion is essentially set up by him to encourage the people of the US to take up arms and get revenge. He wants to use his new money and power to become a global hero and write history as he wants. "There will be no shortage of patriots"
