I thought Price launched them to give the Americans a reason to war
Ultimately the result of No Russians was to give the Soviets Moral High Ground
In the mission with the nuke launch Price is heard to mutter the only way to put out a fire is with a bigger fire.
Hence the Russian Nuke launch and detonation over American Soil
