Without the cutscenes, the game would max out at least one disk (700mb).
The largest N64 cart was 100mb (RE2) and that cost Nintendo an ass load of money to produce.
There is no way they would have had the resources to ship multiple carts or have one large enough to fit the game on.
Nintendo made a mistake staying with cartridges.
