It's an amazing looking game given that it's multiplatform, I'm not sure it deserves a perfect 10 in graphics but from what I recall IGN only gives out whole or 0.5 scores, so between 9.5 and 10 maybe they thought it deserved a 10 more than a 9.5....
It doesn't necessarily mean that they think the graphics are the best or are perfect, but it does show that given what they have to work with (3 platforms) they do an amazing job (which they do).
I probably would have given them a 9.5 myself (if it was a choice between that and 10), but I must say, none of these titans of the graphics department (MGS4, Uncharted 2, Gears 2, KZ2) were forced to work on 3 platforms like MW2 has. You have to give major props for that.
