If you want to look at the big picture, we should also consider the likelihood that the message FUCK YOU actually matches the spirit of the whole letter itself. Which makes this much more unlikely since it really matches in this case.
Also, how likely is it that at random, it is Arnold specifically that this happens to? When I read an article on the same thing this thread is about, it mentioned that he has insulted some politician in public (perhaps it was even the one who was related to the stuff he vetoed now?).
Really, it makes a lot of sense that he did this on purpose and at this precise moment, before he's leaving.
