I personally think this will cost them millions in sales down the road. COD4 was a top seller on Steam for well over a year (at full price, too), and MW2 isn't even top 5 pre-order the week of its release.
Even if it does sell well at launch, I don't think it will continue that momentum that COD4 had, which was mostly due to its multiplayer (single-player games like Bioshock drop in price and sales like a rock that far after release).
Screwing over your fans is never a smart long-term business proposition. This will hurt them on MW2 sales, and on future COD sales.
