And it should be obvious why they have these prices, perception-wise 6.99 is a better price than $7.00.
If you buy directly (instead of putting money in the PSN wallet first) you don't tend to accumulate any cents, only when you buy something totalling less than $5.
But with the next purchase small change clears up anyway.
