I think that it's still 2D texturing being applied directly to the polygons which comprises the specific "hit" zone of the car model. Bear in mind that 3D texturing would mean that the entire model has to be reshaped and all the polygons be recalculated to fit the texture itself. I don't think any console has the GPU and CPU to pull that out.
