It's a video from some European show, where the topic for this episode was "Medical Malpractices" or something like that. The woman was actually paralyzed, and the man got his vocal chords screwed by a doctor. It's supposed to be a serious show, but the host just can't hold it back. I know it seems insensitive, but I laughed my ass off the first time I watched the video (not this one, the one with actual subtitles: link; here's a version with an interview with the host: link).
